When you get sick….
It is recommended that you locate English-speaking doctors in private clinics or hospitals near your office and apartment beforehand.  If you have a chronic disease, locate the clinic or hospital most suitable to treat it.  Moreover, it will be helpful if you have your medical and dental treatment records.
When you go to see a doctor, please take your health insurance policy with you whenever you go to a hospital or a clinic. 
You should get a medical insurance claim form and a receipt.   It is advisable to also bring cash in case you have to pay your bill and be reimbursed later.
It is also a good idea to call the clinic in advance to make sure a doctor is available on the day.

Be prepared for emergency evacuation

It is advisable to have an evacuation bag prepared in case of emergency evacuation due to an earthquake, fire, tsunami, lifeline cutoff, etc.  What are needed for you or your family to survive while waiting for rescues or food supplies to arrive if your home became no longer livable?  It is recommended to have an emergency evacuation bag ready near the entrance of your home so that you can grab it right away when needed.

A backpack is convenient so that both hands can be free at the time of evacuation.

First things you need in case of emergency are water, source of information and a flashlight in case if you needed to move around during nighttime.  A manually generated LED flashlight with radio is recommended.  Some of these manually generated radios are even capable of charging mobile phones.

With regard to food supplies, instant rice soup, canned biscuits and other favorite foods need to be packed. 
Energy bars such as "Calory Mate" are also recommended.   
Please make habit of checking expiry dates on such food supplies regularly.

Spare socks, under wears and towels.
Cotton work gloves are essential to prevent any injuries or burns during a disaster when there are lots of dangers around such as broken glass pieces, etc.
Disposable hot packs are useful not only for cold protection but also to warm up cold foods.
A lighter is essential to light or to cook in case of lifeline cutoff.

Waterless shampoo (Mizunoiranai Shampoo) can ease the discomfort of being unable to wash hair when the evacuation lasts long time. 
Wet wipes are useful to clean the body and to treat injuries because some of them contain disinfectant.
In addition, diapers (for infant/senior care) and sanitary goods are also essential at the time of emergency evacuation.

Furthermore, it is recommended to have all valuables gathered so that you can pack in the emergency evacuation backpack easily.
It is crucial to get necessary information in the chaos of the disaster, as there are lots to worry about such as safety of family members and anxieties of aftershocks and tsunami.
Please make sure to pack a mobile phone charger along with a mobile phone itself.  It might be handy to find a charger that can be generated by batteries.  Telephone cards also can be handy.

The emergency evacuation backpack containing lots of necessary goods are sold on-line or at Tokyu Hands.
The price ranges anywhere from around 9,000 to 20,000 yen.
You can find manually generated/rechargeable radios, thermal blankets, portable toilets, etc. individually on on-line shops.

Here is a list of evacuation sites in central Tokyo.

Where can you go to evacuate in case of a major earthquake or fire?
It is advisable to discuss among your family members as well as your colleagues about the evacuation sites in order to stay out of any kind of dangers and about the shelters where you can stay if your residence became no longer livable.

Locations and types of evacuation sites:

Temporary Gathering Site
It is where you can evacuate to in order to stay out of any dangers caused by a disaster, or where you can stay while waiting for public transportations to recover when they are not operating. Open spaces within parks where no building is around are often assigned as temporary gathering sites.


Wide Area Evacuation Sites
Local public authorities assign wide area evacuation sites that are capable of accommodating a large number of people. They will be used in case of major disasters including earthquakes. Large open spaces such as large parks, public housings and universities are assigned as wide area evacuation sites.


Stayed-in Areas
These are areas where people do not need to evacuate to Wide Area Evacuation Sites in case of earthquake or fire because these areas are designed and structured to have very little risk of fire spread caused by such disasters.


Evacuation Shelters
They are shelters where you can stay for a certain period of time if you were forced to live in an evacuation shelter due to damages caused by a disaster. Local school gyms are often assigned as evacuation shelters. Such shelters have a disaster storehouse keeping necessary food supplies and other necessities to support living for a certain time period.


Secondary Evacuation Shelters
They are temporary living places for the elderly and the disabled citizens who need extra attention and care and who will have difficulties living in an ordinal evacuation shelter

 


Evacuation Procedure in the event of a intensive earthquake

1. Gather around a Temporary Gathering Site (a meeting place): 
  Gather around a temporary gathering site to check on everyone’s safety and conditions of a disaster
  and damages.

2. Wide Area Evacuation Site:  
  Evacuate to a wide area evacuation site in case if there is any risk of fire.

3. Evacuation Shelter:
  You can return to your home once quakes settled and fire is extinguished.
  If your home was collapsed or damaged by an earthquake, or lost by fire and was not safe to live in, evacuate to an evacuation shelter.

If your residence is located within a Stayed-in Area, you do not need to evacuate to a wide area evacuation site because those areas have very little risk of fire spread.

The term, “magnitudes” is used as a common measurement that indicates the intensity of earthquake itself internationally.
On the other hand, “seismic intensity scale” indicates the impact of the earthquake on different locations.

A seismic intensity scale varies depending on the country.
JMA seismic intensity scale : Japan
Mercalli intensity scale : USA, Korea
China seismic intensity scale, CSIS : China
European macroseismic scale, EMS : EU

In Japan, tremors are s on a 10-step scale of 0 through 7.
Actual effects vary depending on various factors including distance from the epicenter and the geological condition of the area.

Nobody feels the tremor.

1

Some people indoors may feel a slight tremor.

2

Many people indoors feel the tremor. Hanging fixtures, such as lights, may slightly shake.

3

Most people indoors feel the tremor. Electrical wires may slightly shake.

4

Hanging fixtures shake considerably and dishes in the cupboard may rattle.

Lower 5

Many people feel the need to plan for safety. Dishes in the cupboard and books in the shelves may fall. Items that are not supported well may fall.

Upper 5

There is a sense of extreme danger. Heavy furniture, such as bureaus, may fall over. Many brick walls that are not supported well may topple.

Lower 6

People cannot maintain a standing position. Furniture that is not secured may move or topple over. Many doors will not open. Window glass of buildings will break and fall down.

Upper 6

Impossible to move without crawling. Furniture that is not secured may move or topple over. Most brick walls that are not supported well ill fall.

Unable to move or act by will. Most furniture will move, and some may seem to fly.

A seismic intensity scale is called “Shindo” in Japan. JMA seismic scale “lower 5” is said as “Shindo-Go Jaku”. THe “upper 5” is said as “Shindo-Go Kyou”.

Whenever the earthquake hits Japan, the magnitude and JMA seismic scale is announced as a breaking story on TV and radio.  At the same time, an alarm, warning or evacuation directive will be declared if there is a risk of tsunami.

For example, Hanshin- Awaji Earthquake in 1995 was magnitude 7.3 and the maximum JMA seismic was scale 7. 
This northeast Japan earthquake on March 11th was magnitude 9.0. The maximum JMA seismic scale recorded in northern Miyagi prefecture near the seismic center was 7, and JMA seismic scale 5 in Tokyo.

We are deeply sorry for those who are suffering and lost your family members after the earthquake on March 11th, 2011. 
Though the damage is catastrophic we are hopeful and remain optimistic that the resilience of the Japanese will pull us through these difficult times.

Japan is known as a country with many earthquakes. This kind of disaster could happen in Tokyo.
It is very important to discuss the evacuation methods and measures in case of such event among the family members.

After the earthquake in March 11th, both mobile phones and landlines were unavailable for a while in Tokyo.
We assume many of you have experienced great worries for not being able to get in touch with family members in addition to experiencing difficulties to get home.
