Cherry blossom prediction has been announced for this year. 
According to the weather map prediction, it will start blooming as usual or a little later than usual this year.  It is predicted that cherry blossom will start blooming on March 31th in Tokyo and will bloom fully around April 7th. 
Here are the recommended areas for cherry blossom viewing (However, it depends on the weather and temperatures. ) :

  

With cherry blossom, all over Japan will be colored in pink.
We hope you will enjoy beautiful cherry blossom by walking through the path lined with cherry blossom trees, having a party under fully blomed cherry blossom trees, etc.

Aoyama REIEN (AOYAMA CEMETARY)

Getting there :  10 min-walk from Gaienmae Station (Ginza Line), or Nogizaka Station (Chiyoda Line)

Trees :  Over 400, mainly Somei-yoshino

Total area 26 hectares. There is an antique market in Nogi Jinja (Nogi Shrine) which is about 10-minute walk from Nogizaka station. It is held on second Sundays every month exept November.

Ark Hills

Trees :  150 Somei Yoshino trees
Behind Suntory Hall at Ark Hills and all along the Spanish Embassy’s wall, 150 Somei Yoshino trees from a 700 meter-long archway of blossoms.  While the Cherries are full bloom they are lit up from sunset until 10pm. A cherry blossom  festival is also held at Ark Hills Karajan.

CHIDORI-GA-FUCHI MINAKAMI PARK

Getting there :  5-minute walk from Kudanshita Station (Hanzo-mon, To-zai, or Toei Shinjuku Lines)

Chidori-ga-fuchi is one of the moats of a former Edo Castle and one of the more famous cherry blossom viewing spots in Tokyo.
Enjoy a boat ride along the moat, surrounded by cherry trees that are lit up in the evening. Yasukuni Shrine is nearby and you can enjoy cherry blossoms there are well. If you walk a little further, you will be able to get to Higashi-Gyoen (the East Gardens of the Imperial Palace).  A Sakura Festival is held every year.

SHIBAKOEN / ZOJO-JI TEMPLE

A nice place to visit with the temple as a backdrop to the beautiful cherry trees in bloom.

HAMA RIKYU ONSHI-TEIEN

            7-minute walk from Tsukiji-Shijo Station (Toei Oedo Line)

Open Hours :  9:00 – 17:00 (Last admission 16:30)  
Entrance Fee : JPY300.-
This beautiful Japanese Garden is kept by charging entrance fee to keep the crowds down.

YASUKUNI SHRINE

Getting there :  3-minute walk from Kudanshita Station (Hanzo- mon Line, To-zai Line, and Shinjuku Lines)
Open Hours :  6:00 – 19:00 (-18:00 in Winter season)
Trees :  About 600
This shrine is famous for the three cherry trees which are the standard by which the Meteorological Agency announces the official timing of cherry blossoms blooming in Tokyo.  There is a Sakura Matsuri at the beginning of April. About 300,000 people attend and there are a lot of street stalls. Also check out the many cherry blossoms that line the nearby Imperial Palace moat.

YOYOGI PARK

Getting there :  3-minute walk from Yoyogikoen Station (Odakyu Line)
            5-minute walk from Harajuku Station (JR Yamanote Line)

Sakurano-sono (cherry blossom garden) is beautiful. It is located between the South gate and the Shibuya gate. There is a lot of space to wander around. A flea market is held every month.

SHINJUKU GYOEN

Getting there :  5-minute walk from Shinjuku Gyoen Station (Marunouchi Line), or Sendagaya Station (JR Line)

Trees :  75 types and more than 1,500 trees, including the yaezakura (double-blossoming cherry tree)
This garden near the shopping district of Shinjuku has many types of cherry and plum trees.

UENO PARK

Trees :  About 1,200
This park not only has 1,200 cherry trees, but also features historical, art museum, shrine, pond, and zoo.
In Sakura season, many people have parties in the evening, so it’s recommended that you go in daytime if you prefer a quiet atmosphere. Sakura Matsuri (Cherry Blossom Festival) is held in April every year.

SUMIDA PARK

Getting there :  2-minute walk from Asakusa Station (Ginza Line or Asakusa Line)

Trees :  More than 1,000
This is one of the most famous cherry blossom viewing spots in Tokyo. The park has about a 1-kilometer row of trees along the Sumida river on the side of Taito-ku. There is also a park across the river in Sumida-ku where there is a Sakura Matsuri in April and a monthly antique market.

INOKASHIRA PARK

Trees :  About 630
Many cherry trees are around the Inokashira pond and there is a boat ride available on the pond. Three different boats are available with different prices. Be prepared for a long wait in cherry blossoms season.

Earthquake resistance of buildings in Japan and risk of earthquake depending on the area

In Japan, Building Standard Act has been strictly reviewed every time we experienced a large earthquake.
All buildings are strictly required to have an earthquake resistance structure. Without rigorous compliance to earthquake proof standard set by a low, one can never get an approval of construction of a building from a public administration office in Japan.
It is said that the collapse ratio of the building as a result of a powerful earthquake is extremely low in Japan compared to any other countries.

Transition of building regulations and earthquake resistance standard by generations

  1st  generation – buildings before 1971
  2nd generation – buildings after 1971 and prior to 1981
  3rd  generation – buildings after 1981
  4th  generation – buildings after 2000 (As to wooden structures)

1971

After the earthquake off the shore of Tokachi in 1968, the standard for tie-hoops of RC structure was tightened.

1981

After experiencing the disaster caused by the earthquake off the shore of Miyagi Prefecture in 1978, the Building Standard Act was revised and the New Anti-seismic Design Code came in to effect.
The new standard focuses not only to prevent buildings from collapse caused by earthquakes but also to secure safety of people inside of buildings.   
All buildings are expected: 
  Old standard: to be capable of resisting an impact of JMA seismic scale 5
  New standard: not to collapse in an earthquake of JMA seismic scale upper 6 or higher
* The New Anti-seismic Design Standard has been applied to all buildings requesting approval of construction as of June 1st, 1981.

1995

From the experience of the Hanshin-Awaji earthquake in 1995, Act for Promotion of Renovation for Earthquake-Resistant Structures (an regulation that promotes earthquake-resistance structure on existing buildings) came in to effect.
It required larger buildings than a certain size as specified in this regulation a duty to strive to assess an earthquake resistance level and renovate the structure of buildings in order to secure the same of higher earthquake proof performance level as the New Anti-seismic Design Standard required.

2000

The Building Standard Act was revised in order to improve safety of wooden buildings and to clarify anti-seismic performance level as well as specifications and forms of building foundation. The ground investigation became virtually mandatory.

2009

The Licensed Architect Act was revised as a result of the falsification matter of structural calculation discovered in 2005. The new law required all larger buildings than set on the standard to be structurally designed by a constructional design 1st class registered architect.

Most of buildings collapsed in the Hanshin-Awaji earthquake in 1995 were built before the New Anti-Seismic Design Standard came in effect. As explained here, the standard of earthquake resistance has been tightened every time the law was revised.

Earthquake Resistant Structure

It is the most common structure for detached houses in Japan. All buildings built after 1981 must conform to the New Anti-seismic Structure Standard requiring buildings to have an earthquake resistance structure.
With a seismic resistance structure, main structure of buildings, namely, posts, walls and floors, receive seismic motions. The structure can be divided in to Rigid Structure that is to build ridged structured buildings in order to prevent from collapse and Flexible Structure that main structural parts of which bow flexibly in order to spread the force of seismic motions.

Damping Structure

It places damping walls that absorb seismic energy within the building in order to minimize seismic motions. Damping structures can be divided in to Active type that uses energy such as electricity and Passive type that uses physical forces.
The structure reduces the seismic intensity down to 70 to 80% of the performance of seismic resistance structure.

Seismic Isolation Structure

The structure is commonly used for high-rise buildings. It places quake-absorbing devices (isolator) such as laminated lubber that blocks seismic motions from reaching the building, as a part of the foundation of the building. The quake-absorbing devices include laminated lubber, lead, spring, damper, ball bearings, etc. Furthermore, newly invented construction methods use combination of these materials.
The structure reduces the seismic intensity down to 1/3 to 1/5 (less than half) compared to that of seismic resistance structure.

The apartment and office buildings with damping structure or seismic isolation structure are more secure against earthquakes compared to general anti-seismic structure.

Type of building structures used for main part of buildings

Wooden Structure

It refers to the buildings that primarily use woods as a main material.
With the structure, posts and beams of a building serve as core parts of the building.  Many of detached houses in Japan are made of woods.

Steel Structure (S)

It refers to the buildings that primarily use steel materials for the framework of a building. Steel structure is suitable for buildings with large spaces.

Reinforced Concrete Structure (RC)

It refers to the buildings that primarily use concrete with iron reinforcing bars inside for the framework of a building.
The structure takes advantage of both reinforcing bars and steel frame. With Reinforced Concrete Structure, “reinforcing bars” that are steel material bars with tolerance against stretching forces reinforces “concrete” that resists compressive forces of the weight of a building.

Steel Reinforced Concrete Structure (SRC)

It refers to the buildings that primarily use concrete with iron reinforcing bars inside and iron frames for the framework of a building.
The structure takes advantage of both steel structure and reinforced concrete structure and is often referred as “SRC structure”. With SRC structure, Iron frames construct poles and beams, which will be reinforced with iron reinforcing bars, later filled with concrete.
The structure is often applied for high-rise buildings because it provides excellent seismic resistance and is also solid and durable.

 

 

Risk of earthquake depending on the area in Tokyo

Risk of disasters differs depending on many different factors such as ground, shape of the land, density of buildings, etc.
In Tokyo, the areas with higher risk of building collapses can be found on the ground that is categorized as alluvial plain or lowland valley such as alluvial fan, natural levee zone or delta. Furthermore, it is said that so-called local town areas along Arakawa River and Sumidagawa River where old wooden houses and light steel structure buildings gather densely have higher risk of fire. More precisely, southern Adachi ward, Arakawa ward, Eastern Taito ward, Western Katsushika ward, Sumida ward and Northern Koto ward areas are considered more dangerous due to the reason described above.
The areas such as Chiyoda ward, Minato ward and Shibuya ward where many foreign companies gather and many foreign expats reside are considered as relatively safe areas.

Filling gasoline at a service station will be made by several staff who provide additional assistant service.

Gas Station Tokyo 

They will ask you if you wish to get a full tank of gasoline.
Q: Mantan desuka?  (Would you like a full tank of gas?)
Before you say yes or no, you need to choose the type of gasoline, regular or high-octane gas.
A: Regular Mantan de onegai shimasu.   (full tank of regular gas please.)
                       or
A: HAIOKU Mantan de onegai shimasu.  (full tank of HIGH-OCTANE gas please.)

If you wish to get only 2,000 yen worth of gasoline,
then you say:  Regular NISEN-YEN BUN onegai shimasu. (2,000 yen worth of regular gas please.)

Payment can be made by credit card at the most of stations.
When you use credit cards issued by oil companies such as Eneos, Showashell, Mobil, Cosmo and other major companies, discount of 2-3% will be made at the gas stations under the oil company of the card issued.

Some cards give you points everytime you fill your car and you can use those points to purchase goods at the service station or get discount by using points. 
Gasoline prices in Japan are very expensive as well as European countries.
Please ask for the ” discount card ” at the gas station and it will help you to pay a few Yen less than asking price. It will be very handy tool to have it if you are willing to pay cash.

Over recent years, service station without staff (self service station) is getting popular as it’s cheaper than the others with service staff.
However, operation of the self-service gas station does not have English guidance. If those who do not understand Japanese please get someone could be your Japanese friend to teach you how to pump the gas by your self.
